This is a widely used project delivery method in which the owner would hire a construction manager as an Agent to work with the architect in the design phase to minimize any errors in the documents. The construction manager would then budget the project to ensure that the project cost is what the owner has allowed. The construction manager would then help solicit bids based on bid packages created by the construction manager for a complete project scope coverage. Upon receiving all bids, the construction manager would then review with owner and prepare contracts based upon the bid packages. Either the owner (Agency) or the contractor (At Risk) holds the subcontracts. Itís a question of who wants to hold the risk of hiring a new subcontractor in the event the subcontractor does not completing their contractual obligation for what ever reason.
